The MLSA, INMO, Forsa, Connect and Unite have agreed to suspend industrial action following the conclusion of intensive talks at the Workplace Relations Commission (WRC), at which draft proposals have been agreed between the parties.
The proposals aim address the key issues in dispute for the unions including: a commitment to direct employment; the expediting of the approvals process for replacement and vacant posts; maternity leave replacement; agency conversions; HSCP graduate recruitment;trade union consultation and engagement in the HSE workforce planning process. Additionally the MLSA has secured the resumption of the implementation, and funding of, the Trainee Medical Scientist Programme that was ceased as a result of the HSE Pay and Numbers Strategy.
The full text of the WRC proposals is available under Member Updates 2025 in the Members' Area of the website.
Each union will now commence consultation with their respective memberships.
